Sheffield Wednesday Faces Serious Challenges, States New Football Authority

'Our role is integral to football's future' - independent football regulator the new chairman

The team's persistent issues constitute a "serious issue" and the football regulator is looking to gain the ability to investigate clubs in such situations, the newly appointed chairman the official has declared.

Through a comprehensive talk, Kogan, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the Championship side in recent days.

The team have been facing challenges both on and off the pitch in the current year, with the club missing wage payments on multiple instances, including in September.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"The club represents one of the historic institutions for football in England and this week we have met fan representatives.

"We're now looking to get powers... which will allow us to have the club and similar situations referred to us if they require examination and acted upon."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman indicated in the summer he would be willing to sell up at the stadium, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in March and May led to sanctions by the football authorities in summer, preventing the club from carrying out any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a local institution that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the supporters."

Inquired if the authority might compel an proprietor to divest a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"The final option we would consider is start getting involved with an specific team, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you look back over the history of the game, over the past few decades there have been some owners, few in number, but some who have been irresponsible in the way which they've been managing their clubs and ultimately refuse to accept accountability for the coming years."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the significant advances achieved necessary will vanish swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a huge success story - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been channeled for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the Premier League's sporting equality, but the chairman responded: "I completely endorse the success and growth as an economic entity of the top division.

"I of all people understand the worry about compromising the division as a high-quality offering of England. But at the same time, if you engage with division representatives after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the opposition group in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any type of partisan engagement."
